1. Who we are and what we do

LienClean (“we,” “us”) is an independent document-retrieval and research service operating at lienclean.com. We serve properties located inside the municipal limits of the City of Tampa, Florida, only. We are not a law firm, title company, or insurer, and we are not affiliated with, endorsed by, or an agency of the City of Tampa or any government body.

2. The services

Each order includes two deliverables:

  • Official Municipal Lien Search. We submit a lien search request to the City of Tampa on your behalf. The city’s search covers code enforcement liens and City of Tampa utility balances for the subject property, and the city issues an official payoff letter. We deliver that letter to you unaltered.
  • Building Permit History Report (free). A report we compile from the City of Tampa’s public Accela permit records for the subject property, provided at no additional charge.

Orders at the Plus tier additionally include supplemental manual research of Hillsborough County Clerk official records (recorded liens and judgments) and Hillsborough County Tax Collector records (delinquent taxes and tax certificates). This supplement is our own research product, not an official county document.

3. Turnaround and delivery

The permit history report is typically delivered within minutes to hours of order confirmation. The official lien payoff letter depends on the City of Tampa’s processing, whose standard turnaround is 7 business days from submission; we submit orders the same or next business day. We do not control, and cannot guarantee, the city’s processing time. The city’s payoff letter is valid for 45 days from its issue date, per city practice.

4. Fees and refunds

Prices are as published on our pricing page at the time of order. Once your search has been submitted to the City of Tampa, your order is non-refundable regardless of findings. This is because the city charges a non-refundable fee (currently $25) to process each search, and because a search finding no liens is itself the deliverable: documentation of the property’s municipal status. If you believe you ordered in error, contact us immediately; if we have not yet submitted your search to the city, we will make reasonable efforts to accommodate you.

5. Informational only — no legal advice, no insurance

All reports and communications from LienClean are informational. They are not legal advice, title insurance, a title search, an opinion of title, or a guarantee of any property’s condition or encumbrance status. You should engage licensed professionals (attorneys, title agents, inspectors) as appropriate for your transaction. Use of our service does not create an attorney-client, fiduciary, or insurer-insured relationship.

6. Scope limitations

  • The city lien search covers code enforcement liens and City of Tampa utility balances specifically. It does not identify recorded county liens or judgments, delinquent property taxes, tax certificates, HOA obligations, or title defects.
  • The Plus tier’s county research is a good-faith manual review of publicly available records and may not identify every recorded instrument or obligation.
  • Permit history reports reflect the contents of the City of Tampa’s digitized (Accela) records at the time of search. Permits predating digitization, records under variant addresses, or data-entry errors in city systems may cause permits to be absent or incomplete.

7. Accuracy of third-party and government data

Our deliverables incorporate data produced by government systems and third parties. We deliver official documents unaltered and compile public data in good faith, but we do not warrant the accuracy, completeness, or currency of information originating from the City of Tampa, Hillsborough County, or any other source.

8. Subscriptions

Subscription plans (Starter, Pro, Agency) bill monthly in advance. Included search credits reset each billing cycle and do not roll over. Searches beyond the included allotment are billed at the plan’s published overage rate at the end of the billing cycle. You may cancel at any time effective at the end of the current billing period; fees already paid, and searches already submitted to the city, are non-refundable per Section 4.

9. Your responsibilities

You are responsible for providing an accurate property address and confirming the property is inside City of Tampa limits. If a submitted property proves to be outside city limits before we submit to the city, we will contact you and refund; if inaccurate information you provided causes a search of the wrong property, we cannot refund city fees already incurred.

10. Limitation of liability

To the maximum extent permitted by law, LienClean’s total liability arising from or related to any order is limited to the amount you paid for that order. We are not liable for indirect, incidental, consequential, special, or punitive damages, including lost profits, lost deals, or costs arising from transaction delays, whether based in contract, tort, or otherwise, even if advised of the possibility.

11. Governing law and disputes

These Terms are governed by the laws of the State of Florida, without regard to conflict-of-law rules. Venue for any dispute shall lie in the state or federal courts located in Hillsborough County, Florida. [Attorney: confirm venue, consider arbitration clause.]

12. Changes

We may update these Terms from time to time; the version posted at the time of your order governs that order. Material changes to subscription terms will be notified by email before your next billing cycle.
